Report Title: Patients' Bill of Rights

Description: Establishes an expedited procedure for appealing a managed care plan's decision. Extends the time allowed to request an external review of a managed care plan's final determination. Establishes standards for determining whether a health intervention is a medical necessity and must be included within the services covered by a health plan. Increases the membership of the Patient Rights and Responsibilities Task Force from twenty to twenty-five and adds 3 members. (CD1)
