Report Title: Insulation of Roofs; Schools

Description: Requires all newly constructed school buildings, and all existing school buildings, undergoing re-roofing, to include thermal control systems with a minimum heat transfer resistance value of R-19, or its equivalent, in conformance with the provisions of the Hawaii Model Energy Code regarding roof heat gain, during their construction or re-roofing. Blank appropriation. (SD2)
