Report Title: Concessions

Description: Allows state and county agencies to enter into concession contracts by competitive sealed proposals. Amends the definition of concession to include food and beverage establishments, retail stores, services such as advertising, communication and telecommunication, and use of space on public property to display advertising and to conduct operations for communications purposes.
