Description: Repeals the excess revenue tax refund. Establishes a fund for emergency and budget reserve purposes. Clarifies that appropriations to the Emergency and Budget Reserve Fund are excluded from the general fund expenditure ceiling and that appropriations from the Emergency and Budget Reserve Fund are included.
