Report Title: Blind Vendors; Private Lawyers

Description: Allows the Randolph-Sheppard revolving account to be used to hire private attorneys for the state committee of blind vendors under certain conditions. Appropriates $30,000 from the non-federal source subaccount of the Randolph-Sheppard revolving account to the state committee's bank account for FY2000-2001.
