HSCR 554-00   Authorizes an  additional  two  years  to  allow  adequate time to
              implement and evaluate the effect of handgun hunting.

HSCR 1074-00  Amends habitat conservation law to conform to federal regulations.
SB 2971, HD1  RELATING TO ENVIRONMENTAL IMPACT STATEMENTS.               EEP,FIN
HSCR 1075-00  Requires  a  preparing   agency   to   consult  with  and  receive
              concurrence  from  OEQC  before  determining  whether  an  EIS  is
              required.   Requires  an  accepting  agency  to  consult  with and
              receive  concurrence  from   OEQC   before  making  an  acceptance
              determination on an EIS.

HD2           Requests a variety of studies, including the Hawaii State
HSCR 1072-00  Emergency  Response  Commission  to  evaluate  safety  of chemical
              facilities statewide.  Expands duties of the Environmental Council
              to  include  conducting   investigations   to  secure  information
              concerning ecology and environmental quality.
SB 2545, HD1  RELATING TO GLASS RECOVERY.                            EEP,JHA,FIN
HSCR 1030-00  Adds new definition of  "import"  to glass container recovery law.
              Changes imposition of penalty  from  a  civil to an administrative
              action.
SB 2879, SD2  RELATING TO MOTOR VEHICLE TIRES.                           EEP,FIN
HD1           Imposes $1 surcharge on all imported tires to be used for tire
HSCR 1054-00  management, collection, disposal, recycling, marketing, reuse, and
              illegal dumping programs.    Requires  all entities accepting used
              tires to maintain records regarding the collection and disposal of
              the tires.
SB 2287, SD1, RELATING TO THE PUBLIC UTILITIES COMMISSION.           EEP,CPC,FIN
HD2           Establishes a utility lines and related facilities undergrounding
HSCR 1070-00  program and a mechanism to fund the program.

HSCR 935-00   Provides that the  greater  of  $1,000,000,  or  two-thirds of the
              moneys in  the  public  utilities  commission  special fund, shall
              remain in the  special  fund,  with  the  excess  lapsing into the
              general fund.  Requires the  commission  to report annually to the
              legislature on certain fund activities.

SB 2475, SD1, RELATING TO GENDER EQUITY IN SPORTS.                   EDN,JHA,FIN
HD2           Prohibits discrimination in athletics on the basis of sex in any
HSCR 1045-00  public school  and  requires  the  superintendent  of education to
              develop a strategic plan to ensure equity in sports participation.

              employee benefit obligations of  the state and county governments.
              Replaces the Hawaii Public  Employees  Health Fund with the Hawaii
              Insurance Exchange to provide employee benefits.
SB 2837, SD1, RELATING TO EDUCATIONAL ACCOUNTABILITY.                EDN,LAB/FIN
HD1           Mandates that DOE implement the educational
HSCR 978-00   accountability system for Hawaii's  public schools that focuses on
              student learning of the  statewide  standards and includes student
              accountability; school  or  collective professional accountability
              of rewards,  assistance,  and  sanctions;  individual professional
              accountability;  and  public   accounting  for  other  significant
              partners to the  education  process.    Establishes an interagency
              educational accountability working group.
SB 2218, SD1, RELATING TO NEW CENTURY CHARTER SCHOOLS.               EDN,LAB/FIN
HD1           Provides legal protection for new century charter
HSCR 977-00   school boards.  Allows groups  of  teachers  at a school to form a
              charter school.  Requires  the  auditor  to consider the advice of
              the  superintendent  and  local   school  boards  in  setting  the
              allocation for new century charter  schools.  Requires the auditor
              to develop a methodology  for  allocating  funds  to be applied to
              alternative forms of public  schools.   Appropriates funds for the
              establishment of additional new century charter schools, including
              the hiring of additional school personnel.
