              receiving  and  handling   consumer  complaints  regarding  public
              utilities.
SB 2200, SD1  RELATING TO THE PUBLIC UTILITIES COMMISSION.               CPC,FIN
SSCR 2661     Provides that the  greater  of  $1,000,000,  or  two-thirds of the
              moneys in  the  public  utilities  commission  special fund, shall
              remain in the  special  fund,  with  the  excess  lapsing into the
              general fund.  Requires the  commission  to report annually to the
              legislature on certain fund activities.
SB 2729, SD1  RELATING TO SERVICE CONTRACTS.                             CPC,FIN
SSCR 2244     Regulates service  contracts  and  contractual liability insurance
              policies.
SB 2808       RELATING TO THE CONSUMER ADVOCATE.                         CPC,FIN
SSCR 2537     Allows the division of consumer advocacy to retain legal counsel.
SB 3193, SD1  RELATING TO THE HAWAII INSURANCE EXCHANGE.             CPC,LAB/FIN
SSCR 2687     Creates Hawaii  insurance  exchange  captive  insurance company to
              replace the public employees health fund structure.

SSCR 2258     Requires refunds of taxes in error or  in excess to be paid out of
              general funds rather than insurance regulation funds.
SB 2186, SD2  RELATING TO INSURANCE.                                     CPC,FIN
SSCR 2697     Defines independent bill  reviewer  (IBR)  for insurance purposes;
              requires licensing of IBRs; levies  an  IBR license fee of $80 and
              $60 a year for  services  provided  by  DCCA.  Prohibits IBRs from
              being  paid  on  a   contingency   fee  basis.    Establishes  and
              appropriates funds to regulate independent bill reviewers.
SD 2561, SD2  RELATING TO INSURANCE.                                     CPC,FIN
SSCR 2536     Requires the insurance commissioner to  transfer up to a specified
              percentage of moneys in  the captive insurance administrative fund
              to the insurance regulation fund to be used to promote Hawaii as a
              captive insurance domicile.
SB 364, SD2   RELATING TO TAXATION.                                      CPC,FIN
SSCR 2660     Includes  within  general  excise   tax  exemption  for  insurance
              companies'  gross   proceeds,   proceeds   received  by  corporate
              attorney-in-fact  in  connection   with  administrative  functions
              performed on behalf of reciprocal insurer.

              contracts  for   diabetes   outpatient  self-management  training,

SSCR 2619     INSURANCE ADMINISTRATION.
              Authorizes the state comptroller  to establish a captive insurance
              company to insure the general liabilities of the State.

              Constitutional  amendment  to  give  UH  autonomy  in  all matters
              related to the university. 
SB 3141       RELATING TO THE UNIVERSITY OF HAWAII.                  HED,LAB/FIN
SSCR 2588     Provides complete autonomy to the  University of Hawaii, by making
              its status  comparable  to  that  of  the  judiciary.    Makes all
              employees  subject  to  the  university's  personnel  system,  and
              removes all university employees  from  civil service.  Eliminates
              director of finance  and  governor  from  the university budgetary
              process.

SSCR 2587     Enables the University  to  develop  a classification system which
              appropriately recognizes the scope and subject matter of work, and

              qualifications.

SSCR 2582     Amends Section 307-2, HRS, to  adjust  the composition of the RCUH
              board of directors from 10  members  to  11 members as follows:  2
              members each from the  BOR,  administration,  and faculty plus the
              five members appointed by the governor.
SB 2572       RELATING TO THE UNIVERSITY OF HAWAII                       HED,FIN
SSCR 2704     FACILITIES USE REVOLVING FUND.
              Authorizes real property revenues  of  the University of Hawaii to
              be deposited into a university revolving fund.
SB 2574, SD1  RELATING TO THE UNIVERSITY OF HAWAII.                      HED,FIN
SSCR 2732     Authorizes the University of  Hawaii community colleges to deposit
              their special fund revenues into system special funds.
SB 2575, SD2  RELATING TO THE UNIVERSITY OF HAWAII                       HED,FIN
SSCR 2733     FACILITIES IMPROVEMENT SPECIAL FUND.
              Establishes  the  University  of  Hawaii  facilities  improvements
              special fund.  Earmarks $15  million  a year of general excise tax
              revenues, general obligation funds,  or  a combination of both, to
              be deposited into the  fund  for university repair and maintenance
              projects.

SSCR 2723     Requires  qualified  electric   utility   companies  to  implement
              renewables portfolio  standards.    Requires  the Public Utilities
              Commission to establish a renewable energy credits program.  Allow
              utilities to accumulate credits.

SSCR 2746     Repeals  certain  fuel  tax  reporting  requirements  which gather

SSCR 2746     Clarifies and makes consistent the  general excise tax and use tax
              a person licensed under chapter 237 which laws.  Excludes imported
              banking services from the use  tax.  Extends GET pyramiding relief
              to the sale of amusements.  Establishes a graduated decreasing tax
              rate schedule for carriers and freight forwarders.
