              Establishes a  pilot  project  that  requires  eighty  per cent of
              moneys collected by Jefferson  Elementary  School from rental fees
              for usage of  facilities  be  deposited  with Jefferson Elementary

              Appropriates funds for the teacher certification program on Kauai.

              Defines when the department begins to  count the time that a child
              has been in agency care.

              Amends the laws relating to  child support enforcement and chapter
              651 and  in  chapters  administrative  process  for  child support
              enforcement  to  allow  for  the  privatization  of  child support
              enforcement functions, improve  the  state  case  registry and the
              state directory of new hires, and add new definitions of "income",
              "employer", and "employee".
HB 2417       RELATING TO CHILD SUPPORT ENFORCEMENT.                     JHA,FIN
              Provides numerous revisions to  comply  with the mandates of Title
              IV-D of the Social Security  Act.   Compliance with these mandates
              are  required  for   continued   funding   of  the  Child  Support
              Enforcement Agency.
HB 2625       RELATING TO MINORS.                                            JHA
              Provides for expungement of a  minor's record of a specific arrest
              upon order issued by the family court.
HB 3018       RELATING TO CHILD ABUSE.                                       JHA
              Those persons who are  required  by  law  to report child abuse or
              neglect may now  report  to  either  the  police department or the
              department of human services rather than both.  Keeps confidential
              the identity of the person who makes the report.

HSCR 105-00   Requires all hospitals to have security plans.  Contains criteria.
              Requires reporting of  any  criminal  assault  on on-duty hospital
              personnel within 48 hours.
HB 1836       REPEALING SECTION 327E-13(G), HAWAII REVISED STATUTES.         JHA
              Removes the pregnant women exemption  from the Uniform Health Care
              Decisions Act.
HB 1837       RELATING TO ABUSE OF FAMILY OR HOUSEHOLD MEMBERS.              JHA
              Creates  three  new  classes  of  offenses  for  abuse  of  family
              household members; authorizes police  to  order  a person to leave
              premises  if  an  officer   has   reasonable  grounds  to  believe
              infliction of abuse is imminent;  repeals  current law on abuse of
              family or household members, section 709-906, HRS.
HB 1838       RELATING TO DOMESTIC ABUSE PROTECTIVE ORDERS.                  JHA
              Amends definition  of  "family  or  household  members" to include
              persons in dating  relationships; defines "dating relationships";
              extends effective time of  TROs  to  180  days; requires courts to
              issue protective orders for minimum  period of 5 years; authorizes
              longer extension period for protective orders.
HB 1840       RELATING TO RIGHTS OF VICTIMS OF DOMESTIC VIOLENCE.            JHA
              Establishes domestic violence  victim's  right  to  be informed of
              offender's probation violation.
HB 1841       RELATING TO PROBATION.                                         JHA
              Authorizes probation officers to inform domestic violence victims,
              their  parents,  or  immediate   family  when  defendant  violates
              probation or when probation  officers have information relating to
              victim's safety and welfare.
HB 1842       RELATING TO FIREARMS.                                          JHA
              Repeals good  cause  exemption  for  possession  of  firearms by a
              person who is the subject of a restraining order.
HB 1843       RELATING TO DOMESTIC VIOLENCE.                                 JHA
              Extends from 24 to 48 hours the time in which a police officer may
              order a  person  to  leave  the  premises  of  a domestic violence
              incident.  Allows for a  person  arrested for domestic violence to
              be held after posting a bail  bond  for  up to 48 hours if certain
              conditions are met.

              Establishes interference with  the  reporting  of  an emergency or
              crime as a petty misdemeanor.
HB 2297       RELATING TO FAMILY OR HOUSEHOLD MEMBER ABUSE.                  JHA
              Clarifies that the repeat  offender  provision  for the offense of
              abuse  of  family  or   household  member  applies  to  successive
              convictions, rather than  commission  of  successive violations of
              the law.

HSCR 17-00    Requires "prospective adoptive  parents"  to have criminal history

              Amends chapter 142  to  require  the  department of agriculture to
              contract with a qualified, private entity to perform the functions
              of quarantine of dogs, cats, and other animals.  Requires that one
              of the criteria that  shall  be used is whether the private entity
              is sensitive to the needs and  proper care of the animals, and has
              a proven track record in  the  daily management of veterinary care
              of cats, dogs, and other animals.

              Establishes  a  voluntary  porcine  respiratory  and  reproductive
              syndrome  (PRRS)  certification   programs,  including  developing
              voluntary PRRS herd certification standards.  Appropriates funds.

              Allows the importation of  certain  animals  into the State within
              three working days of receipt of the permit application.

              excise taxes.

              Increases the solid  waste  management  disposal surcharge from 35
              cents per ton to  60  cents  per  ton  for all disposal facilities

              disposal facilities.

              Provides for the recycling of used lead acid batteries.
