                           WLH/ECD HEARING


HB 1909    RELATING TO PUBLIC LANDS                            WLH/ECD, WAM
HD1        Authorizes the department of land and natural resources to issue
        new leases to the existing Banyan Drive lessees, subject to
        certain conditions.


                           ECD/WLH HEARING


HB 1998    RELATING TO STATE LEASES                            ECD/WLH, WAM
HD2        Provides that at the time of expiration of an agricultural lease,
        the current lessee shall have a right of first preference to

 
        lease the property.  Credits the appraised value of all
        infrastructure installed by the current lessee, which is directly
        related to an agriculture operation, excluding residences, toward
        the price the current lessee must match in exercising the
        lessee's right of first preference.  Limits the lessee's right of
        first preference within sixty days after the auction.  Authorizes
        the department of land and natural resources (DLNR) to negotiate
        long-term leases under specific terms, conditions, and
        restrictions imposed by this Act with certain lessees of
        agricultural land.  Allows DLNR to adopt rules to carry out the
        provisions in the bill.  Specifies that within six months from
        the bill's effective date, DLNR shall notify all agricultural
        lessees of the terms, conditions, and restrictions under the
        bill.

HB 2572    RELATING TO KANEOHE BAY                             ECD/WLH, WAM
HD1        Clarifies certain matters relating to the roles of the Kaneohe
        Bay Master Plan, the Kaneohe Bay Regional Council, and the
        Deparment of Land and Natural Resources in the management of the
        bay.

HB 1902    RELATING TO THE STATE WATER CODE                    WLH
HD1        Allows the commission on water resource management, as a
        condition for issuing use permits pursuant to the State Water
        Code, to require the use of dual line water supply systems (which
        supply potable and nonpotable water) in new industrial and
        commercial developments located in designated water management
        areas.

HB 1939    RELATING TO KAHOOLAWE ISLAND RESERVE COMMISSION     WLH, WAM
HD1        Allows Kahoolawe Island Reserve Commission to hire its own
        attorney.

HB 2501    RELATING TO THE HAWAIIAN HOMES COMMISSION ACT,      WLH, WAM
HD2        1920, AS AMENDED
        Authorizes the department of hawaiian home lands to establish, by
        administrative rule, the interest rate on loans from the hawaiian
        home loan fund and other loan sources.  Lowers the interest rate
        on such loans from two and one-half percent to zero percent.

HB 2504    RELATING TO THE HAWAIIAN HOMES COMMISSION ACT,      WLH/LRE, WAM
        1920, AS AMENDED

 
 
 
        Allows the chair of the Hawaiian homes commission to extend the
        employment contracts of individuals employees beyond the current
        six-year limitation.

HB 2185    RELATING TO PUBLIC LANDS                            TIA/WLH, WAM
HD2        Authorizes the development of a heliport on the Olowalu sanitary
        landfill site to service the West Maui area.
