HSCR 918-00        Provides a wholesale sale for general excise and use tax purposes
                occurs when a printer sells to a magazine publisher who under
                contract distributes some of those magazines without a charge to
                the persons who receive the magazine. (EDB,FIN)


SB 2987 SD1 HD1    RELATING TO PUBLIC CONTRACTS.
HSCR 1005-00       Adds provision for contractor penalties to the existing law that
                prohibits contractors from withholding more than five 5% of the
                subcontractor's contract price. (CPC/LAB,FIN)


SB 2354 SD1 HD1    RELATING TO PUBLIC ACCESS.
HSCR 995-00        Appropriates funds so that legislative sessions can be broadcast
                in streaming media format via the Internet, adds a full time
                position to the public access room, establishes a childcare pilot
                program, and transfers the responsibility for the sale and
                distribution of statutory revision from the Lt. Governor to the

                Authorizes the governor to develop a prison at King's Landing,

HSCR 1056-00       Authorizes the sale of wind farm generated electricity sold to a
                public utility to qualify for state enterprise zone benefits.

SB 2729 SD1 HD1    RELATING TO SERVICE CONTRACTS.
HSCR 985-00        Regulates service contracts and contractual liability insurance

HSCR 1072-00       Requests a variety of studies, including the Hawaii State
                Emergency Response Commission to evaluate safety of chemical
                facilities statewide.  Expands duties of the Environmental Council
                to include conducting investigations to secure information

SB 3026 SD1        RELATING TO SCHOOL FACILITIES.
HSCR 975-00        Establishes the state educational facilities repair and
                maintenance special fund.  Establishes the school physical plant
                operations and maintenance special fund to pay for school repairs
                and cyclical maintenance projects scheduled after 6/30/00.

SB 426 SD2 HD2     RELATING TO FUNDS.
                PROPOSED HD2:  Repeals provisions allowing the Convention Center
                Authority to define "net revenues".  Extends the CCA to June 30,

SB 873 SD1 HD1     RELATING TO REAL PROPERTY APPRAISALS.
HSCR 1065-00       Provides that: (1) fair market value that is determined to be less
                than current lease rent amount prevails over contract provision
                barring reduction of lease rent.  Makes Act effective January 1,
                2050; (2) the sublease rents shall be accordingly reduced; and (3)
                the fee simple owner shall have a tax credit equal to the
                reduction in lease rent. (CPC,FIN)
