        DECISION MAKING ON THE FOLLOWING MEASURES
            (Deferred from February 17, 2000)


SB 2145       RELATING TO ELECTIONS                       JDC/GOH, WAM
           Prohibits a person  making  an  expenditure for (in
           addition to  those  making  a  contribution to) any
           candidate  committee   or   political   party  from
           receiving a contract from  the  State or any county
           for one year from the availability of the contract,
           including subcontracts.   Includes immediate family
           members under this prohibition.

(Please note:  The Committee on Government Operations and Housing will
hold its decision making on this measure on Thursday, February 17,
2000 at 1:30 p.m. in conference room 224.)


SB 2144       RELATING TO ELECTIONS                           JDC, WAM
           Lowers  candidate  funding  available  from  public
           funds for office  of  governor,  lt.  gov, or mayor
           from 20%  to  10%,  and  for  state  senator, state
           representative,  county   council  and  prosecuting
           attorney  from   30%   to   15%   of   total  limit
           established.  Adds candidate's  web page and e-mail
           address to the  name  and address on organizational
           report of a candidate's  committee.  Removes ballot
           issue from  requirement  of  organizational report.
           Increases  from  5  to  10  days  after  filing for
           office,  deadline  for   filing  an  organizational
           report.  Requires candidates  who withdraw or cease
           to be candidates to return private contributions to
           the donors within  4  years,  and  in  the event of
           death, requires  residual  contributions to escheat
           to the Hawaii election campaign fund.

SB 2669       MAKING AN APPROPRIATION FOR THE OFFICE OF       JDC, WAM
           ELECTIONS
           Makes an unspecified  appropriation  for the Office
           of Elections to  hire  and compensate the necessary
           staff.

SB 2671       MAKING AN APPROPRIATION FOR THE OFFICE OF       JDC, WAM
           ELECTIONS
           Makes an unspecified  appropriation  for the office
           of elections for the purposes of voter education.

 
SB 2581       MAKING AN APPROPRIATION FOR THE ELECTIONS       JDC, WAM
           APPOINTMENT AND REVIEW PANEL
           Makes   an   appropriation    for   the   Elections
           Appointment and Review Panel.

SB 2675       RELATING TO THE SALARY OF THE EXECUTIVE         JDC, WAM
           DIRECTOR OF THE STATE ETHICS COMMISSION
           Raises salary of executive director of state ethics
           commission to that of department head.

SB 2368       RELATING TO GIFT GIVING BY COURT REPORTERS      JDC, WAM
           Prohibits private court reporters from giving gifts
           to their clients.

SB 625        RELATING TO COSTS AND FEES                      JDC, WAM
           Limiting the amount of  attorney fees awardable for
           frivolous claims in small claims court.


SB 3164       RELATING TO HAWAIIAN SOVEREIGNTY            JDC/WLH, WAM
           Authorizes the Office of  Elections to work with Ha
           Hawaii to develop  questions  and organic political
           models to be  voted  on  by  Hawaiians in a special
           election held in conjunction  with the 2000 general
           election.

hold its decision making on this measure on Thursday, February 17,
2000 at 5:00 p.m. in conference room 212.)
