        DECISION MAKING ON THE FOLLOWING MEASURES
            (Deferred from February 7, 2000)

SB 2461    RELATING TO EDUCATION                        EDU, JDC
           Proposes amendments to article  X, Section 2 of the
           Hawaii Constitution to provide that the public high
           school student  member  on  the  board of education
           shall   serve   as    a    voting   member.   (Chun
           Oakland/Kanno/Tam/Kawamoto/Fukunaga/Ihara)

SB 2130    PROPOSING AN AMENDMENT TO ARTICLE X, SECTION 2, OF THE
           HAWAII CONSTITUTION, TO ADD AN ADDITIONAL NONVOTING
           MEMBER TO THE BOARD OF EDUCATION             EDU, JDC
           Proposes an amendment to  the State Constitution to
           add a member  of  the  armed  forces as a nonvoting
           member  of  the  Board   of  Education.    The  new
           nonvoting  member   shall   be   appointed  by  the
           Governor. (Kawamoto)

SB 3150    RELATING TO COMMUNITY PARTNER COUNCILS       EDU, WAM
           Creates a community partner  council in each school
           district, administered  by district superintendent.

SB 2571    RELATING TO SCHOOL - BASED BUDGETING         EDU, WAM
           Amends   chapter    302A,    HRS,   to   facilitate
           implementation   of   school-based   budgeting,  by
           requiring  the  DOE  to  submit  to  the individual
           schools and the legislature, by opening day of each
           regular session, a  report  on its proposed school-
           by-school budget allocation. (Sakamoto)

SB 2832    RELATING TO SCHOOL LUNCH                     EDU, WAM
           Sets the price of school  lunch to be in proportion
           to the  total  cost  of  operating  the school food
           services program.  Allows  the Department to adjust
           the price to  maintain  this proportion. (Mizuguchi
           (BR))

SB 2334    RELATING TO GENERAL EXCISE TAX               EDU, WAM
           Exempts from  the  general  excise  tax fundraising
           amounts raised by certain nonprofit groups, such as
           the PTA and PSTA, and purchases made by such groups

 
           for  public   schools,   such   as   public  school

SB 2696    RELATING TO GENERAL EXCISE TAX               EDU, WAM
           Exempts from  the  general  excise  tax fundraising
           amounts  raised  by  certain  nonprofit  groups for
           public school projects  as  long  as  the funds are
           used  to  supplement  the  cost  for  public school
           programs and the board accepts the donations. (Tam)

SB 2474    RELATING TO FEDERAL AID                      EDU, WAM
           Prohibits federal impact  aid  received  by the DOE
           from being  returned  to  the  general  fund unless
           legislature, by concurrent resolution, approves the
           return of the  aid  to  the  general  fund.  Allows
           excess federal impact aid  to  be  spent by the DOE
           for  the  purposes  of  the  school-based budgeting
           program - EDN 100. (Sakamoto)

SB 2835    RELATING TO EDUCATION                        EDU, WAM
           Authorizes the DOE to  retain  and expend a portion
           of  all   indirect   overhead   reimbursements  for
           discretionary grants.   Establish  a federal grants
           search and application special  fund.  Provides the
           DOE with autonomy  over  the  administration of its
           trust funds. (Mizuguchi (BR))

SB 2469    RELATING TO EDUCATION                        EDU, WAM
           Transfers the administration and supervision of the
           school-to-work opportunities pilot project from the
           Hawaii   school-to-work   opportunities   executive
           council to the  DOE.    Makes the Hawaii school-to-
           work opportunities  executive  council  an advisory
           body to the BOE and the DOE. (Sakamoto)

SB 2475    RELATING TO GENDER EQUITY IN SPORTS          EDU, WAM
           Prohibits discrimination in  athletics on the basis
           of  sex  in  any  public  school  and  requires the
           superintendent of education  to develop a strategic
           plan  to  ensure  equity  in  sports participation.
