           Permits  public  access  organizations  to  appoint
           their own board  members  if  they  agree to comply
           with the sunshine laws.

SB 2729    RELATING TO SERVICE CONTRACTS                     CPN
           Provides for  regulation  as  insurance of consumer
           goods   and   motor   vehicle   service  contracts.

SB 3053 SD1 RELATING TO INSURANCE.                       HHS, CPN
           Allows  physicians   to   provide  substance  abuse
           treatment for  insurance  coverage  purposes. (SD1)

SB 2655 SD1 RELATING TO HEALTH.                          HHS, CPN
           Establishes an expedited process for an appeal of a
           managed care  plan.    Extends  the  time period to
           request an external review of a managed care plan's
           final  determination.    Establishes  standards for
           determining  whether  a  health  intervention  is a

SB 2657 SD1   RELATING TO HEALTH                           HHS, CPN
           Requires health  insurance  coverage under accident
           and sickness individual  policies  and group health
           maintenance organization and mutual benefit society
           contracts   to   include   coverage   for  diabetes
           outpatient self-management  training  and education
           and  equipment  and   supplies.      (SD1)    (CHUN
