SB 2793   RELATING TO THE EMPLOYEES' RETIREMENT SYSTEM.     CPN/LRE/WAM
         Specifies that only the member's base salary, including shortage
         differential pay, is to be used to compute the member's average
         final compensation and determine the contributory plan member's
         contributions to the ERS.  (MIZUGUCHI (BR))

SB 3039   RELATING TO PROVIDER CONTRACTS.                       CPN/WAM
         Establishes requirements for joint contract negotiations between
         physicians and insurance companies, mutual benefit societies,
         and health maintenance organizations.  Requires physicians'
         representatives in contract negotiations to pay a fee.

SB 2326   RELATING TO PUBLIC EMPLOYEE BENEFITS.                 CPN/WAM
         Requires the Employees' Retirement System to pay for retirant
         health benefits if fully funded and if the reimbursement will
         not reduce the ERS' earnings below the investment yield rate for
         the fiscal year in which the reimbursement is sought. (KANNO;

SB 2802   RELATING TO PUBLIC EMPLOYEE HEALTH BENEFITS.          CPN/WAM

 
         Creates an employer-union trust fund as a single public
         employees health benefit delivery system administered by a board
         of trustees.  (MIZUGUCHI (BR))



SB 3193   RELATING TO THE HAWAII INSURANCE EXCHANGE.            CPN/WAM
         Creates Hawaii insurance exchange captive insurance company to
         replace the public employees health fund structure. (TANIGUCHI)


             DECISION MAKING TO FOLLOW, IF TIME PERMITS.


Persons wishing to testify should submit 35 copies (3-hole punched) of their
testimony to the committee clerk, Room 202, State Capitol, 24 hours prior to
the hearing. Testimony may also be faxed if less than 5 pages in length, to
the Senate Sergeant-At-Arms Office at 586-6659 or 1-800-586-6659 (toll free
for neighbor islands), at least 24 hours prior to the hearing.  When faxing,
please indicate to whom the testimony is being submitted, the date and time
of the hearing, and the required number of copies needed for submittal.

If you require special assistance or auxiliary aids or services to
participate in the public hearing process (i.e., sign language interpreter,
wheelchair accessibility, or parking designated for the disabled), please
contact the committee clerk 24 hours prior to the hearing so arrangements
can be made.

Public Folder.  A folder labeled "Public Folder" containing the measures and
testimonies for the hearing will be available for shared use by members of
the public.
