HB 2004    RELATING TO PRIVACY OF HEALTH CARE
HSCR 73    INFORMATION                       HLT, CPC/JHA, FIN
        Requires Director  of  OIP  to  proceed against any
        person  violating  medical  records confidentiality
        law to issue  an  order  to  cease  and desist at a
        contested case  hearing.    Provides for injunctive
        relief  to   enjoin   a   person  from  concealing,
        removing, encumbering, or  disposing of assets that
        may  be   required   to   pay   a   civil  penalty.
        Appropriates funds to OIP.

 
HB 2002    RELATING TO PROTECTION OF HEALTH INFORMATION BY
        PROPERTY AND CASUALTY INSURERS         HLT, CPC/JHA
        Provides  for  administration  of  protected health
        information that  is  used,  maintained, collected,
        and disclosed by property and casualty insurers.

HB 2961    RELATING TO TOBACCO               HLT, CPC/JHA, FIN
HD 1       Provides that the excise tax on cigarettes shall be
HSCR 96    imposed and  collected  through  the  use of stamps
        purchased by  licensees,  and  affixed to cigarette
        packages.    Includes   provisions  for  civil  and
        criminal   penalties,   and   for   forfeitures  of
        cigarettes,   to   be   enforced   by   the  police
        departments,  liquor   commissions,   the  attorney
        general, and prosecuting  attorneys.   Requires the
        Director  of  Taxation   to   submit  findings  and
        recommendations to  the  legislature  for  the 2006
        Session on effectiveness of Act.

HB 2459    RELATING TO THE HAWAII TELECOMMUNICATIONS AND
        INFORMATION ACT                            CPC, FIN
        Repeals   the    Hawaii    Telecommunications   and
        Information Industries Act.

HB 1937    RELATING TO AUTHORIZING THE USE OF GENERAL
HSCR 99    OBLIGATION   BONDS   TO   INSTALL   UTILITY   LINES
        UNDERGROUND                           EEP, CPC, FIN
        Allows  state  agencies   with  responsibility  for
        approving  the  construction  of  utility  lines in
        sensitive areas to apply to the legislature for the
        issuance of general  obligation  bonds to cover the
        increase  in  cost   of   constructing  such  lines
        underground rather than overhead.

HB 2550    RELATING TO MENTAL HEALTH PARITY      HLT, CPC, FIN
HD 1       Requires health insurers to equitably reimburse
HSCR 95    providers for mental health treatment.

HB 2701    RELATING TO PUBLIC SCHOOLS        EEP/EDN, CPC, FIN
HD 1       Requires the department of education to install
        photovoltaic  cells  and  batteries  in  all public
        schools;  to   the   greatest  extent  practicable.
        Appropriates funds to the department.

HB 2833    RELATING TO DENTAL INSURANCE          HLT, CPC, FIN
HD 1       Permits a patient to direct an insurer plan to
        directly   reimburse   a   nonparticipating  dental
        provider.
