        Provides a fee discount for state-required animal
        quarantine charges for active duty military personnel.

HB 1310    RELATING TO THE PRIVATIZATION OF ANIMAL        AGR,FIN
        QUARANTINE
        Amends chapter 142 to require the department of
        agricutlure to contract with a qualified, private
        entity to perform the functions of quarantine of dogs,
        cats, and other animals.  Requires that one of the
        criteria that  shall be used is whether the private
        entity is sensitive to the needs and proper care of
        the animals, and has a proven track record in the
        daily management of veterinary care of cats, dogs, and
        other animals.

HB 2801    RELATING TO AGRICULTURE                        AGR,FIN
        Establishes a voluntary porcine respiratory and
        reproductive syndrome (PRRS) certification programs,
        including developing voluntary PRRS herd certification
        standards.  Appropriates funds.

        Requires the department of agriculture to compile
        statistics on organic agriculture.

HB 3024    RELATING TO REVOCABLE PERMITS FOR STATE        AGR,FIN
        AGRICULTURAL LEASES
        Authorizes the department of land and natural
        resources to negotiate long-term leases with certain
        permitees of agricultural land.

        Allows lesssee farmers on state land to extend their
        leases after payment of premium of two years rent.

HB 2364    RELATING TO KONA COFFEE LANDS                  AGR/WLU
        Identifies Kona coffee region as unique agricultural
        lands.


 
HB 2400    RELATING TO THE STATE WATER CODE           AGR/WLU,FIN
        Extends the time provided in Act 101, Session Laws of
        Hawaii 1998, for developing the state agricultural
        water use and development plan.

HB 2424    RELATING TO AGRICULTURAL LANDS             AGR/WLU,FIN
        Proposes standards, criteria, and process for the
        identification of important agricultural lands.

HB 2437    RELATING TO LAND USE                       WLU/AGR,FIN
        Clarifies the purposes of state land use districts,
        and clarifies uses, including open area recreation,
        allowed in the state agricultural districts.  Allows
        more uses in state rural districts, and enables
        clustering in rural districts.

        FOR PROCESSING ENTERPRISES
        Authorizes the issuance of $8 million in special
        purpose revenue bonds for Hawaii Taro Company.

HB 2390    RELATING TO SPECIAL PURPOSE REVENUE BONDS      AGR,FIN
        FOR PROCESSING ENTERPRISES
        Authorizes the issuance of special purpose revenue
        bonds to assist the coffee industry in planning and
        building a processing plant for freeze dried coffee.

HB 2790    RELATING TO AGRICULTURE                        AGR,FIN
HD1        Appropriates funds for the establishment of seven
        part-time positions to continue the statewide
        livestock nutrient management education program.

HB 2791    RELATING TO AGRICULTURE                        AGR,FIN
HD1        Appropriates funds for eradication of the pests that
        afflict papayas and funds for papaya research on the
        island of Hawaii.
