Sir:

     Your Committee on Transportation and Intergovernmental
Affairs, to which was referred S.R. No. 35 entitled:

     "SENATE RESOLUTION REQUESTING THE DEPARTMENT OF MOTOR
     VEHICLES TO HELP EDUCATE THE ENGLISH AS A SECOND LANGUAGE
     ETHNIC GROUPS AND PROMOTE COMPLIANCE WITH DEPARTMENT RULES,"

begs leave to report as follows:

     The purpose of the measure is to request the Department of
Motor Vehicles to help educate the English as a second language
ethnic groups and promote compliance with Department rules.

     Your Committee recognizes that Hawaii is a multi-ethnic
state comprised of increasing numbers of ethnic groups for whom
English is a second language.  Your Committee also recognizes
that most of the Department of Motor Vehicles rules and
regulations are written only in English.  Your Committee finds
that as a result, many people for whom English is a second
language have difficulty understanding and complying with the
Department's rules and regulations.    

     As affirmed by the record of votes of the members of your
Committee on Transportation and Intergovernmental Affairs that is
attached to this report, your Committee concurs with the intent
and purpose of S.R. No. 35, and recommends that it be referred to
the Committee on Ways and Means.
