Sir:

     Your Committee on Ways and Means, to which was referred
S.C.R. No. 95 entitled:

     "SENATE CONCURRENT RESOLUTION URGING THE FEDERAL GOVERNMENT
     TO SHARE IN THE COST OF CONDUCTING A COMPREHENSIVE INVENTORY
     OF CEDED LANDS IN THE STATE OF HAWAII,"

begs leave to report as follows:

     The purpose of this concurrent resolution is to urge the
federal government to share in the cost of conducting a
comprehensive inventory of the ceded lands in Hawaii.

     The ceded lands were property of the federal government
while Hawaii was a territory.  At statehood these lands were
transferred to the State, but without a complete inventory.  The
State has a duty, under the Admission Act, to use the revenues
from the ceded lands for a number of uses, including the support
of Native Hawaiians.  It is important to have a complete
inventory of the lands in order to assure that the State is
complying with these mandatory responsibilities.  Your Committee
finds that it is equitable and fair to ask the federal government
to participate in the cost of this inventory.

     As affirmed by the record of votes of the members of your
Committee on Ways and Means that is attached to this report, your

and recommends its adoption.
