Sir:

     Your Committee on Judiciary, to which was referred S.C.R.
No. 92, S.D. 1, entitled:

     "SENATE CONCURRENT RESOLUTION REQUESTING THAT THE PRESIDENT
     AND CONGRESS RECOGNIZE AN OFFICIAL POLITICAL RELATIONSHIP
     BETWEEN THE UNITED STATES GOVERNMENT AND THE NATIVE HAWAIIAN
     PEOPLE (AMENDED TITLE),"

begs leave to report as follows:

     The purpose of this resolution is to request that the
President and the Congress recognize an official political
relationship between the United States government and the native
Hawaiian people.

     Your Committee finds that the United States government and
the native Hawaiian people have before them a prime opportunity
to resolve the status of their relationship.  Your Committee
further agrees that until this status is resolved and officially
recognized, further actions with regard to native Hawaiian
sovereignty will remain clouded and incomplete. 

     As affirmed by the record of votes of the members of your
Committee on Judiciary that is attached to this report, your
Committee concurs with the intent and purpose of S.C.R. No. 92,
S.D. 1, and recommends its adoption.
