Sir:

     Your Committee on Health and Human Services, to which was
referred S.C.R. No. 76 entitled:

     "SENATE CONCURRENT RESOLUTION SUPPORTING THE EFFORTS OF THE
     WORLD HEALTH ORGANIZATION AND WARIS DIRIE TO END THE HARMFUL
     TRADITION OF FEMALE GENITAL MUTILATION,"

begs leave to report as follows:

     The purpose of this measure is to support the efforts of the
World Health Organization and Waris Dirie to end the harmful
tradition of female genital mutilation.

     Your Committee received testimony in support of this measure
from the Hawaii State Commission on the Status of Women.

     Female genital mutilation is a horrid tradition practiced
most extensively in Africa.  There is no place in the modern
world for this kind of human indignity that has no justification
whatsoever.  

     As affirmed by the record of votes of the members of your
Committee on Health and Human Services that is attached to this
report, your Committee concurs with the intent and purpose of
S.C.R. No. 76, and recommends that it be referred to the
Committee on Transportation and Intergovernmental Affairs.
