Sir:

     Your Committee on Judiciary, to which was referred S.C.R.
No. 6 entitled:

     "SENATE CONCURRENT RESOLUTION ENCOURAGING THE ESTABLISHMENT
     OF A DOMESTIC VIOLENCE COURT,"

begs leave to report as follows:

     The purpose of this concurrent resolution is to encourage
the establishment of a domestic violence court.

     Testimony in support of this measure was submitted by the
Department of the Attorney General, the Hawaii State Commission
on the Status of Women, the Honolulu Police Department, the
Domestic Violence Clearinghouse and Legal Hotline, Hawaii State
Coalition Against Domestic Violence, Child and Family Service.
The Judiciary and an attorney practicing in family law submitted
testimony in support of the intent but had some reservations
about the establishment of a domestic violence court.

     Upon further consideration, your Committee has amended this
measure to include references to a domestic violence division as
well as a domestic violence court.

     As affirmed by the record of votes of the members of your
Committee on Judiciary that is attached to this report, your
Committee concurs with the intent and purpose of S.C.R. No. 6, as
amended herein, and recommends that it be referred to the
Committee on Ways and Means, in the form attached hereto as
S.C.R. No. 6, S.D. 1.
