Sir:

     Your Committee on Judiciary, to which was referred S.C.R.
No. 199 entitled:

     "SENATE CONCURRENT RESOLUTION REQUESTING THE ATTORNEY
     GENERAL TO CONVENE A TASK FORCE TO STUDY AND MAKE
     RECOMMENDATIONS ON HOW TO IMPROVE THE LAWS CONCERNING THE
     SEXUAL EXPLOITATION OF WOMEN AND CHILDREN,"

begs leave to report as follows:

     The purpose of this concurrent resolution is to request the
Attorney General to convene a task force to study the laws
concerning the sexual exploitation of women and children in
Hawaii and to make recommendations for improving these laws if
applicable.

     Testimony in support of this measure was submitted by the
Hawaii State Commission on the Status of Women, the Department of
Prosecuting Attorney of the City and County of Honolulu, Hawaii
Family Forum, Sisters Offering Support, and the Domestic Violence
Clearinghouse and Legal Hotline, and a concerned individual.  The
Department of the Attorney General supported the intent of this
measure.  The Sex Abuse Treatment Center and one individual
submitted comments on this measure.

     Upon further consideration, your Committee has amended this
concurrent resolution by:

     (1)  Changing the references of "Sexual Assault Center of
          Hawaii" to "The Sex Abuse Treatment Center";

     (2)  Expanding the composition of the task force to include
          representatives from the county police departments and
          the county prosecuting attorneys; and

     (3)  Making technical, non-substantive changes for the
          purposes of clarity and style.

     As affirmed by the record of votes of the members of your
Committee on Judiciary that is attached to this report, your
Committee concurs with the intent and purpose of S.C.R. No. 122,
as amended herein, and recommends that it be referred to the
Committee on Ways and Means, in the form attached hereto as
S.C.R. No. 122, S.D. 1.
