Sir:

     Your Committee on Transportation and Intergovernmental
Affairs, to which was referred S.C.R. No. 156 entitled:

     "SENATE CONCURRENT RESOLUTION REQUESTING THE DEPARTMENT OF
     TRANSPORTATION TO CONDUCT A FEASIBILITY STUDY FOR THE
     PURPOSE OF PROVIDING ADDITIONAL SAFE BIKEPATHS,"

begs leave to report as follows:

     The purpose of the measure is to request the Department of
Transportation to conduct a feasibility study for the purpose of
providing additional safe bikebaths.

     Testimony in support of the measure was received from the
Department of Transportation.

     Your Committee finds that there is a critical shortage of
safe bikepaths for use by the many bicyclists in Hawaii and that
there is a need to identify where additional safe bikepaths are
needed and should be constructed.

     As affirmed by the record of votes of the members of your
Committee on Transportation and Intergovernmental Affairs that is
attached to this report, your Committee concurs with the intent
and purpose of S.C.R. No. 156, and recommends that it be referred
to the Committee on Ways and Means.
