     Your Committee on Judiciary and Hawaiian Affairs, to which
was referred S.C.R. No. 116, S.D. 1, entitled:

     "SENATE CONCURRENT RESOLUTION REQUESTING THE JUDICIARY TO
     PROMOTE EXCELLENCE IN THE JUDICIARY THROUGH RECOGNITION OF
     EXCELLENCE, REVIEW OF JUDICIAL PERFORMANCE, AND PUBLIC
     EDUCATION."

begs leave to report as follows:

     The purpose of this resolution is to encourage more openness
in judicial evaluations and more public confidence in the quality
of our judges and justices.

     Testimony in support of this resolution was received from
the Judiciary.

     Your Committee finds that a public education program on the
judicial evaluation process is necessary for public confidence in
the Judiciary.  Your Committee further finds that the provisions
in this resolution will help improve the quality of performance
in the Judiciary.

     As affirmed by the record of votes of the members of your
Committee on Judiciary and Hawaiian Affairs that is attached to
this report, your Committee concurs with the intent and purpose
of S.C.R. No. 116, S.D. 1, and recommends that it be referred to
the Committee on Finance.
