Sir:

     Your Committee on Ways and Means, to which was referred S.B.
No. 976, S.D. 1, entitled:

     "A BILL FOR AN ACT RELATING TO THE DEPARTMENT OF BUSINESS,
     ECONOMIC DEVELOPMENT, AND TOURISM,"

begs leave to report as follows:

     The purpose of this bill is to create a construction
industry branch within the Department of Business, Economic
Development and Tourism.

     This measure establishes a branch of the Research and
Economic Analysis Division of the Department that has specific
responsibilities to promote, market, develop, and coordinate the
different aspects of the construction industry in the State.

     Your Committee finds that a portion of the State's economic
prosperity is connected to the prosperity of the construction
industry.  Your Committee acknowledges the importance of the
construction industry to the economy.  Supporting the promotion
and development of such a vital industry to the State will
benefit the entire State.

     As affirmed by the record of votes of the members of your
Committee on Ways and Means that is attached to this report, your
Committee is in accord with the intent and purpose of S.B. No.
976, S.D. 1, and recommends that it pass Third Reading.
