Sir:

     Your Committee on Education and Technology, to which was
referred S.B. No. 3182 entitled: 

     "A BILL FOR AN ACT RELATING TO HOLIDAYS,"

begs leave to report as follows:

     The purpose of this measure is to amend Hawaii Revised
Statutes to create King Kalakaua Day.

     Testimony in support of the measure was received from the
Office of Hawaiian Affairs, Friends of 'Iolani Palace, and the
Association of Hawaiian Civic Clubs.

     Your Committee finds that King Kalakaua was one of the great
figures of Hawaiian history and has gone largely unrecognized
despite his many accomplishments and contributions to the people
of Hawaii.  This measure sets aside King Kalakaua Day in
remembrance of his contributions as diplomat, innovator, and
patron of the arts.  Because this is not a state holiday, no
costs will be incurred.

     Your Committee amended the measure as follows:

     (1)  Changing "King David Kalakaua" to the royal name he
          assumed, "King Kalakaua"; 

     (2)  Designating November 16 as "King Kalakaua Day"; and

     (3)  Making a technical, nonsubstantive amendment for
          clarity.

     As affirmed by the record of votes of the members of your
Committee on Education and Technology that is attached to this
report, your Committee is in accord with the intent and purpose
of S.B. No. 3182, as amended herein, and recommends that it pass
Second Reading in the form attached hereto as S.B. No. 3182,
S.D. 1, and be placed on the calendar for Third Reading.
