Sir:

     Your Committee on Transportation and Intergovernmental
Affairs, to which was referred S.B. No. 3166 entitled: 

     "A BILL FOR AN ACT RELATING TO TRAFFIC IMPROVEMENT,"

begs leave to report as follows:

     The purpose of the measure is to appropriate funds for
improving the roads at the intersection of King and Middle
streets to ease the traffic congestion.

     Testimony in support of the measure was received from the
Department of Transportation, Department of Transportation
Services of the City and County of Honolulu, and a citizen.

     Your Committee finds that this area is one of the most
congested in the State and supports the measure.  Your Committee
agrees with the Department of Transportation that a planning
study for an overall master improvement plan be done.

     As affirmed by the record of votes of the members of your
Committee on Transportation and Intergovernmental Affairs that is
attached to this report, your Committee is in accord with the
intent and purpose of S.B. No. 3166 and recommends that it pass
Second Reading and be referred to the Committee on Ways and
Means.
