Sir:

     Your Committee on Ways and Means, to which was referred S.B.
No. 3104, S.D. 1, entitled: 

     "A BILL FOR AN ACT RELATING TO MOTOR VEHICLES,"

begs leave to report as follows:

     The purpose of this bill is to rechannel traffic violation
revenues from the State to the counties.

     Your Committee finds that while traffic enforcement and
adjudication requires a cooperative effort between the State and
the counties, all revenues derived from traffic violations are
deposited with the State.  Your Committee finds that depositing
those revenues instead with the counties carries out a more
equitable distribution of those revenues.

     Your Committee has amended this measure by changing the
effective date to July 1, 2010 in order to encourage further
discussion on the matter.

     As affirmed by the record of votes of the members of your
Committee on Ways and Means that is attached to this report, your
Committee is in accord with the intent and purpose of S.B. No.
3104, S.D. 1, as amended herein, and recommends that it pass
Third Reading in the form attached hereto as S.B. No. 3104, S.D.
