Sir:

     Your Committee on Economic Development, to which was
referred S.B. No. 3080 entitled: 

     "A BILL FOR AN ACT RELATING TO MAJOR COMMERCIAL PUBLIC
     EVENT,"

begs leave to report as follows:

     The purpose of this measure is to require promoters of major
commercial events to inform the county police chief not less than
twenty days prior to the event, or as soon as possible if the
event is scheduled less than twenty days prior.

     Testimony in favor of this measure was submitted by Honolulu
Police Department.  The University of Hawai`i at Manoa submitted
comments.

     Your Committee finds that major commercial events such as
concerts, music festivals, carnivals, and others can attract
thousands of people and have a profound impact on the surrounding
community.  These events may cause disruption of normal traffic
patterns and interfere with the delivery of emergency services.

     Your Committee has heard that while many promoters do notify
the respective police department of scheduled events, this
measure would ensure notification and allow the police to plan
and prepare adequately for these events.

     As affirmed by the record of votes of the members of your
Committee on Economic Development that is attached to this

report, your Committee is in accord with the intent and purpose
of S.B. No. 3080 and recommends that it pass Second Reading and
be referred to the Committee on Judiciary.
