Sir:

     Your Committee on Finance, to which was referred S.B. No.
3043, S.D. 2, H.D. 1, entitled: 

     "A BILL FOR AN ACT RELATING TO THE STATE RISK MANAGEMENT AND
     INSURANCE ADMINISTRATION,"

begs leave to report as follows:

     The purpose of this bill is to grant the Comptroller
authority to establish a captive insurance company, which will be
owned by the State, to insure the general liabilities of state
agencies pursuant to the State Risk Management and Insurance
Administration Law under chapter 41D, Hawaii Revised Statutes.

     The Department of Accounting and General Services testified
in support of the measure.  The Department of Commerce and
Consumer Affairs submitted comments on the measure.

     As affirmed by the record of votes of the members of your
Committee on Finance that is attached to this report, your
Committee is in accord with the intent and purpose of S.B. No.
