Sir:

     Your Committee on Health, to which was referred S.B. No.
3019, S.D. 1, entitled: 

     "A BILL FOR AN ACT MAKING AN APPROPRIATION FOR THE HEALTHY
     START PROGRAM,"

begs leave to report as follows:

     The purpose of this bill is to appropriate an unspecified
amount for the Healthy Start Program to be matched by private
sources, Medicaid, and other federal funding.

     The Department of Health, the Department of Education, the
Hawaii Catholic Conference, the Good Beginnings Alliance, the
Hawaii Family Support Center, the YWCA of Hawaii Island, and the
Healthy Mothers Healthy Babies Coalition of Hawaii testified in
support of this measure.

     Your Committee has amended this bill by:

     (1)  Specifying the sum of $5,700,000 to fund the Healthy
          Start Program;

     (2)  Removing the matching fund requirement; and

     (3)  Making technical, nonsubstantive amendments for
          clarity.

     As affirmed by the record of votes of the members of your
Committee on Health that is attached to this report, your
Committee is in accord with the intent and purpose of S.B. No.
3019, S.D. 1, as amended herein, and recommends that it pass
Second Reading in the form attached hereto as S.B. No. 3019, S.D.
1, H.D. 1, and be referred to the Committee on Finance.
