Sir:

     Your Committee on Education and Technology, to which was
referred S.B. No. 2963 entitled: 

     "A BILL FOR AN ACT RELATING TO THE UNIVERSITY OF HAWAII,"

begs leave to report as follows:

     The purpose of this measure is to clarify that any
administrative costs incurred by the University of Hawaii in
managing special and revolving funds of the University are part
of the costs that supports the beneficiaries of the special or
revolving funds.

     Testimony in support of the measure was received from the
University of Hawaii.

     Your Committee finds that the measure clarifies that when
the University is determining the amount of fees or charges for
the services it provides, that determination should take into
consideration the costs of administering the special or revolving
fund.

     As affirmed by the record of votes of the members of your
Committee on Education and Technology that is attached to this
report, your Committee is in accord with the intent and purpose
of S.B. No. 2963 and recommends that it pass Second Reading and
be referred to the Committee on Ways and Means.
