Sir:

     Your Committee on Judiciary, to which was referred S.B. No.
2933 entitled: 

     "A BILL FOR AN ACT RELATING TO CRIME VICTIM COMPENSATION
     COMMISSION,"

begs leave to report as follows:

     The purpose of this bill is to authorize the Crime Victim
Compensation Commission to appoint a civil service-exempt
executive director and administrative assistant.

     Your Committee finds that the Commission's current
administrator was hired as an emergency special hire, because the
Commission currently lacks statutory authority to hire a civil
service-exempt leadership team.  Your Committee believes that the
Commission should have the statutory authority and stability of
permanent staffing similar to other state programs that provide
direct services to our citizenry.

     Testimony in support of this measure was received from the
Crime Victim Compensation Commission.

     As affirmed by the record of votes of the members of your
Committee on Judiciary that is attached to this report, your
Committee is in accord with the intent and purpose of S.B. No.
2933, and recommends that it pass Second Reading and be referred
to the Committee on Ways and Means.
