Sir:

     Your Committee on Public Safety and Military Affairs, to
which was referred S.B. No. 2933 entitled: 

     "A BILL FOR AN ACT RELATING TO CRIME VICTIM COMPENSATION
     COMMISSION.,"

begs leave to report as follows:

     The purpose of this bill is to permit the Crime Victim
Compensation Commission to appoint a civil service-exempt
executive director and administrative assistant.

     Your Committee received testimony in support of this measure
from the Crime Victim Compensation Commission.

     Your Committee finds that the Commission's current
administrator was hired as an emergency special hire.  This
situation negatively impacts the stability of permanent staffing
and impairs the effectiveness of the Commission's statutory
mission to assist crime victims.  Your Committee also finds that
the Commission should have the same statutory authority with
respect to appointing exempt leadership positions as other state
agencies that provide direct services to our citizenry.

     As affirmed by the record of votes of the members of your
Committee on Public Safety and Military Affairs that is attached
to this report, your Committee is in accord with the intent and
purpose of S.B. No. 2933 and recommends that it pass Second
Reading and be referred to the Committee on Finance.
