Sir:

     Your Committee on Ways and Means, to which was referred S.B.
No. 2892 entitled: 

     "A BILL FOR AN ACT RELATING TO THE CORRECTION OF THE
     APPLICABLE FISCAL YEAR FOR THE APPROPRIATION TO BE EXPENDED
     BY THE DEPARTMENT OF HEALTH IN SECTION 6 OF ACT 304, SESSION
     LAWS OF HAWAII 1999,"

begs leave to report as follows:

     The purpose of this bill is to permit the appropriation of
$5,055,665 from the Hawaii Tobacco Settlement Special Fund to the
Department of Health for "fiscal year 1999-2000", rather than
"fiscal year 1999-2001".

     Your Committee finds that this bill is recommended by the
Governor for immediate passage in accordance with the state
constitution.  Your Committee also finds that this bill will
correct a clerical error in the reference to "fiscal year 1999-
2000" that could be righted only by the Legislature.  This bill
does not increase the appropriation to the Department of Health
for either fiscal year 1999-2000 or fiscal year 2000-2001.

     As affirmed by the record of votes of the members of your
Committee on Ways and Means that is attached to this report, your
Committee is in accord with the intent and purpose of S.B. No.
2892 and recommends that it pass Third Reading.
