Sir:

     Your Committee on Judiciary and Hawaiian Affairs, to which
was referred S.B. No. 2849 entitled: 

     "A BILL FOR AN ACT RELATING TO REVIEW HEARINGS,"

begs leave to report as follows:

     The purpose of this bill is to clearly define when the
Department of Human Services will begin to calculate the period
that a child has been in out-of-home placement.

     Testimony in support of this measure was received from the
Department of Human Services.

     Your Committee finds that the provisions of this bill will
result in more consistent application of federal time
requirements under the Adoption and Safe Families Act of 1997.

     Your Committee has amended this measure by making a
technical, non-substantive amendment for purposes of clarity.

     As affirmed by the record of votes of the members of your
Committee on Judiciary and Hawaiian Affairs that is attached to
this report, your Committee is in accord with the intent and
purpose of S.B. No. 2849, as amended herein, and recommends that
it pass Third Reading in the form attached hereto as S.B. No.
