Sir:

     Your Committee on Commerce and Consumer Protection, to which
was referred S.B. No. 2815 entitled: 

     "A BILL FOR AN ACT RELATING TO INSURANCE,"

begs leave to report as follows:

     The purpose of this bill is to require persons convicted of
felony offenses to obtain the Insurance Commissioner's written
consent before engaging in the business of insurance in this
State.

     The Insurance Commissioner submitted testimony in support of
the measure.

     Currently, state statutes do not authorize the Insurance
Commissioner to prevent a person who is convicted of a felony
from engaging in the business of insurance in this State. 

     At the same time, federal law (18 U.S.C. 1033) requires an
individual convicted of a felony to seek the consent of the
Insurance Commissioner to engage in the business of insurance. 

     This bill amends the Insurance Code to correspond to the
federal law.

     As affirmed by the record of votes of the members of your
Committee on Commerce and Consumer Protection that is attached to
this report, your Committee is in accord with the intent and

purpose of S.B. No. 2815 and recommends that it pass Second
Reading and be referred to the Committee on Judiciary.
