Sir:

     Your Committee on Finance, to which was referred S.B. No.
2791 entitled: 

     "A BILL FOR AN ACT MAKING AN EMERGENCY APPROPRIATION TO PAY
     THE SHARE OF HEALTH INSURANCE CARRIER REFUND AND RATE CREDIT
     AMOUNTS DUE TO THE FEDERAL GOVERNMENT,"

begs leave to report as follows:

     The purpose of this bill is to make an emergency
appropriation of funds to return to the federal government its
share of health insurance rate credits and rebates received by
the State.

     The Department of Budget and Finance testified in support of
this bill.

     Your Committee has amended this bill by:

     (1)  Changing the appropriation amount to $2,623,718; and 

     (2)  Making technical, nonsubstantive amendments for clarity
          and consistency.

     As affirmed by the record of votes of the members of your
Committee on Finance that is attached to this report, your
Committee is in accord with the intent and purpose of S.B. No.
2791, as amended herein, and recommends that it pass Second
Reading in the form attached hereto as S.B. No. 2791, H.D. 1, and
be placed on the calendar for Third Reading.
