Sir:

     Your Committee on Economic Development, to which was
referred S.B. No. 2747 entitled: 

     "A BILL FOR AN ACT RELATING TO AGRICULTURE,"

begs leave to report as follows:

     The purpose of this measure is to allow the Department of
Agriculture, by entering into a cooperative agreement with any
authorized federal agency, to act on the department's behalf to a
limited extent, and enforce statutes and administrative rules
regarding the movement of restricted items into or within the
State.

     Testimony in favor of this measure was submitted by the
Department of Agriculture.

     Your Committee finds that this measure would give the
department additional flexibility to conduct specific actions,
such as the inspection of interisland passengers and cargo by
USDA-APHIS-PPQ inspectors in the absence of a state plant
quarantine inspector.

     Your Committee has made technical, nonsubstantive amendments
for the purposes of style.

     As affirmed by the record of votes of the members of your
Committee on Economic Development that is attached to this
report, your Committee is in accord with the intent and purpose
of S.B. No. 2747, as amended herein, and recommends that it pass
