Sir:

     Your Committee on Agriculture, to which was referred S.B.
No. 2747, S.D. 1, entitled: 

     "A BILL FOR AN ACT RELATING TO AGRICULTURE,"

begs leave to report as follows:

     The purpose of this bill is to allow the Department of
Agriculture, by cooperative agreement, to designate and authorize
employees of federal agencies to carry out, on behalf of the
State, the same duties and responsibilities of state personnel
under chapters 141, 142, and 150A of the Hawaii Revised Statutes
and corresponding administrative rules for effective prosecution
of pest control, animal disease control, regulation of import
into the State, and intrastate movement of regulated articles.

  The Department of Agriculture (DOA) testified in support of
this measure.

     Your Committee finds that state and federal cooperative
agreements are beneficial to the efficient use of resources for
both the state and federal agencies involved.  Your Committee
believes that this amendment will give the DOA greater
flexibility in managing its resources during these difficult

     As affirmed by the record of votes of the members of your
Committee on Agriculture that is attached to this report, your
Committee is in accord with the intent and purpose of S.B. No.
