Sir:

     Your Committees on Agriculture and Ocean Recreation and
Marine Resources, to which was referred S.B. No. 2745, S.D. 1,
entitled: 

     "A BILL FOR AN ACT RELATING TO AQUACULTURE,"

beg leave to report as follows:

     The purpose of this bill is to support the aquaculture
industry by:

     (1)  Authorizing the Department of Agriculture (DOA) to:

          (a)  Establish and assess fees for aquatic animal and
               plant health diagnostic services; and

          (b)  Purchase items or expert services relating to
               aquaculture planning, disease management, and the
               marketing of seafood products;

     (2)  Establishing the Aquaculture Development Special Fund
          (Special Fund) to:

          (a)  Implement the aquatic disease management programs
               and activities; and

          (b)  Support research and development programs and
               activities relating to the expansion of the state
               aquaculture industry;

          and

     (3)  Appropriating funds out of the Special Fund to carry
          out the purposes of the Special Fund.

     The Hawaii Aquaculture Association testified in strong
support of this measure.  DOA also testified in support of this
measure, but with an appropriation of $30,000 for fiscal year
2000-2001.

     Your Committees note that the companion measure to this
bill, H.B. No. 2404, H.D. 1, passed the House of Representatives
earlier this session.

     Your Committees have amended this bill by:

     (1)  Inserting the appropriation amount of $1 to facilitate
          further discussion on this bill; and

     (2)  Making technical, nonsubstantive amendments for clarity
          and style.

     As affirmed by the records of votes of the members of your
Committees on Agriculture and Ocean Recreation and Marine
Resources that are attached to this report, your Committees are
in accord with the intent and purpose of S.B. No. 2745, S.D. 1,
as amended herein, and recommend that it pass Second Reading in
the form attached hereto as S.B. No. 2745, S.D. 1, H.D. 1, and be
referred to the Committee on Finance.
