                                 RE: S.B. No. 2742

Honorable Calvin K.Y. Say
Speaker, House of Representatives
Twentieth State Legislature
Regular Session of 2000
State of Hawaii

Sir:

Your Committee on Agriculture, to which was referred S.B.
No. 2742 entitled:

"A BILL FOR AN ACT RELATING TO PORK,"

begs leave to report as follows:

The purpose of this bill is to repeal the labeling
requirement imposed on retailers that pork produced in the State
be labeled "Island Produced Pork", by repealing part III of
chapter 148, Hawaii Revised Statutes.

The Department of Agriculture, in supporting the bill,
explained that the pork labeling law is unenforceable because
pork produced from different geographic areas is virtually
impossible to differentiate by sight. In addition, no rulemaking
powers or penalties for noncompliance are provided under the
current law.

As affirmed by the record of votes of the members of your
Committee on Agriculture that is attached to this report, your
Committee is in accord with the intent and purpose of S.B. No.
2742 and recommends that it pass Second Reading and be referred
to the Committee on Consumer Protection and Commerce.
