Sir:

     Your Committee on Transportation and Intergovernmental
Affairs, to which was referred S.B. No. 2707 entitled: 

     "A BILL FOR AN ACT RELATING TO ADMINISTRATIVE REVOCATION OF
     DRIVER'S LICENSE,"

begs leave to report as follows:

     The purpose of this measure is to incorporate zero tolerance
intoxicating liquor provisions for persons under 21 into the
administrative driver's license revocation process.

     Testimony in support of this measure was received from the
Department of Transportation, Honolulu Police Department, MADD,
and Youth In Action MADD.  The Judiciary supports the intent of
the measure but offered proposed amendments.

     Your Committee finds that this measure will send a strong
message to under age drivers that regardless of the amount of
alcohol they have consumed, they will have their driver's license
revoked for drinking and driving.

     Your Committee has made technical, nonsubstantive amendments
to this measure to reflect proper drafting style.

     As affirmed by the record of votes of the members of your
Committee on Transportation and Intergovernmental Affairs that is
attached to this report, your Committee is in accord with the
intent and purpose of S.B. No. 2707, as amended herein, and
recommends that it pass Second Reading in the form attached
