Sir:

     Your Committee on Ways and Means, to which was referred S.B.
No. 2686, S.D. 1, entitled: 

     "A BILL FOR AN ACT RELATING TO VEHICLES,"

begs leave to report as follows:

     The purpose of this bill is to impose a fine of not more
than $500 for using a motor vehicle without paying the
registration tax.  The bill also eliminates a redundant
requirement of a $500 fine applicable to any person who knowingly
uses a motor vehicle, the tax upon which is delinquent, upon
public highways of this State.  

     Your Committee finds that imposing a fine for failure to
register a motor vehicle is a reasonable penalty under the
circumstances.  Ownership of a motor vehicle presupposes
responsible  behavior towards vehicle registration, driver
licensing, and all other related legal requirements.

     As affirmed by the record of votes of the members of your
Committee on Ways and Means that is attached to this report, your
Committee is in accord with the intent and purpose of S.B. No.
2686, S.D. 1, and recommends that it pass Third Reading.
