Sir:

     Your Committee on Judiciary, to which was referred S.B. No.
2668 entitled: 

     "A BILL FOR AN ACT RELATING TO VOTER REGISTRATION,"

begs leave to report as follows:

     The purpose of this bill is to conform Hawaii law with
federal laws, specifically the National Voter Registration Act,
regarding removal of voters from state registration lists.

     Your Committee finds that this measure will simplify the
language of section 11-17, Hawaii Revised Statutes, which
provides for removal of inactive or departed voters from the
voter rolls, and will conform Hawaii law in this area to federal
requirements.  Your Committee believes that this measure will
provide protection to infrequent voters, and will prevent
possible negative ramifications to Hawaii that might result from
non-compliance with federal law.

     Testimony in support of this measure was submitted by the
Office of Elections.

     Upon further consideration, your Committee has amended this
measure by making technical, non-substantive amendments for the
purposes of clarity and style.

     As affirmed by the record of votes of the members of your
Committee on Judiciary that is attached to this report, your
Committee is in accord with the intent and purpose of S.B. No.

2668, as amended herein, and recommends that it pass Second
Reading in the form attached hereto as S.B. No. 2668, S.D. 1, and
be placed on the calendar for Third Reading.
