Sir:

     Your Committee on Judiciary and Hawaiian Affairs, to which
was referred S.B. No. 2635 entitled: 

     "A BILL FOR AN ACT RELATING TO HIGHWAYS,"

begs leave to report as follows:

     The purpose of this bill is to strengthen restrictions on
highway vending activities, and to expedite the resolution of
violations of those restrictions.

     Testimony in support of this measure was received from the
State Department of Transportation and the City and County of
Honolulu Department of the Prosecuting Attorney.

     Your Committee finds that the provisions of this measure
will increase safety on and alongside state highways.

     As affirmed by the record of votes of the members of your
Committee on Judiciary and Hawaiian Affairs that is attached to
this report, your Committee is in accord with the intent and
purpose of S.B. No. 2635 and recommends that it pass Third
Reading.
