                                   RE: S.B. No. 2617

Honorable Norman Mizuguchi
President of the Senate
Twentieth State Legislature
Regular Session of 2000
State of Hawaii

Sir:

Your Committees on Labor and Environment and Transportation
and Intergovernmental Affairs, to which was referred S.B.
No. 2617 entitled:

"A BILL FOR AN ACT RELATING TO THE CIVIL SERVICE LAW,"

beg leave to report as follows:

The purpose of this bill is to allow the certification of up
to five additional eligibles in filling police recruit vacancies.

Testimony in support of the measure was received from the
Honolulu Police Department.

All police departments utilize a very comprehensive
screening process. Consequently, difficulties are encountered in
filling police vacancies. Your Committees are in agreement that
certification of additional eligibles will facilitate filling the
vacancies.

As affirmed by the records of votes of the members of your
Committees on Labor and Environment and Transportation and
Intergovernmental Affairs that are attached to this report, your
Committees are in accord with the intent and purpose of S.B.
No. 2617 and recommend that it pass Second Reading and be
referred to the Committee on Ways and Means.
