Sir:

     Your Committee on Ways and Means, to which was referred S.B.
No. 2605, S.D. 1, entitled: 

     "A BILL FOR AN ACT RELATING TO EMPLOYMENT SECURITY LAW,"

begs leave to report as follows:

     The purpose of this bill is to provide individuals who have
at least a fifty per cent ownership interest in an employing unit
the option to be exempted from the unemployment insurance law.

     Your Committee finds that this measure will serve to promote
the small business climate in the State by removing one of the
many governmentally required costs of doing business in the
State.

     As affirmed by the record of votes of the members of your
Committee on Ways and Means that is attached to this report, your
Committee is in accord with the intent and purpose of S.B. No.
2605, S.D. 1, and recommends that it pass Third Reading.
