STAND. COM. REP. NO. 2519

                                   RE: S.B. No. 2493
                                        S.D. 2

Honorable Norman Mizuguchi
President of the Senate
Twentieth State Legislature
Regular Session of 2000
State of Hawaii

Sir:

Your Committee on Ways and Means, to which was referred S.B.
No. 2493, S.D. 1, entitled:

"A BILL FOR AN ACT MAKING AN APPROPRIATION FOR SUBSTANCE
     ABUSE TREATMENT SERVICES,"

begs leave to report as follows:

The purpose of this bill is to appropriate an unspecified
amount of funds for specialized substance abuse treatment
services for pregnant women, families involved with child
protective services who have children under five years of age,
and teenagers.

Your Committee finds that substance abuse among women can
affect the health of unborn babies, can affect the mother's
ability to deal with the upbringing of infants and young
children, and can affect the children themselves as their
immature bodies make them more susceptible to the ravages of
illegal substances in their system. The funding of substance
abuse treatment services, therefore is critical to the health of
women and children.

Your Committee has amended this bill by specifying that the
funds be for specialized substance abuse treatment services for
pregnant women, teenagers, and families who are involved with
child protective services of the department of human services,
provided that this sum is matched by funds from private and
federal sources.

Committee is in accord with the intent and purpose of S.B. No.
2493, S.D. 1, as amended herein, and recommends that it pass
Third Reading in the form attached hereto as S.B. No. 2493, S.D.
2.

                                 Respectfully submitted on behalf
