Sir:

     Your Committee on Judiciary, to which was referred S.B. No.
2438 entitled:

     "A BILL FOR AN ACT RELATING TO JUDGMENTS,"

begs leave to report as follows:

     The purpose of this bill is to clarify that the annual ten
per cent interest on court judgments applies to the total
judgment.

     Testimony in support of this measure was received from
several individuals.

     Your Committee finds that currently in Hawaii the law is
somewhat unclear as to whether interest at the rate of ten per
cent a year shall be allowed on the total amount of the judgment.
Your Committee finds that it is imperative that clarification be
made.

     As affirmed by the record of votes of the members of your
Committee on Judiciary that is attached to this report, your
Committee is in accord with the intent and purpose of S.B. No.
2438 and recommends that it pass Second Reading and be placed on
the calendar for Third Reading.
